WILCOX, Ariz., April 18. - Mrs Sally Medlock 81 years old, died in the Douglas Hospital. Her funeral was conducted in Willcox, the Rev. Mr. Brooke of the Methodist Church officiating. She was born in Conecuh County, Alabama, Oct 17, 1844, but moved to Ashley County, Arkansas with her parents James B. Cone and Malinda Cone, when 9 years of age.  Here she married Samuel Medlock.  Her last years were spent with her son, J. A. Medlock at Wilcox.  She is survived by three sons and one daughter. Early builder profited from foresight

Cotton broker changed fields into subdivisions

Trees planted by Floyd Medlock still stand in front of homes he built and along streets he named in subdivisions he developed.

"It wasn't luck, it was hard work and foresight," friends say of the success of Medlock, who was established as a cotton buyer-broker before he became the youngest broker-member of the Phoenix Real Estate Board while in his early 20s.

When he was only 26, he was developing subdivisions and building homes "out in the boondocks" north of Camelback Road.

His first venture, Medlock Place, in 1926, was a pioneering effort, not only for himself, but also for Phoenix. It marked the first time, it was said, that a cotton field had been turned into a subdivision with less than acre-size lots.

The tract originally covered 25 acres divided into 46 lots along both sides of Colter Street between Central and Third avenues.

These 100- by 173-foot lots offered, as Medlock advertised, "plenty of room to live - lots of space for the youngsters to play." They sold for $1500, on terms, and with Medlock reserving the right to build the houses.

"A restricted district, city conveniences, low electricity rates, wide graveled streets," Medlock noted in one advertisement. "Inspect the model home we have built - see for yourself how well we build. Tell us what you want. Pick out a lot and we will build your house at terms you can afford."

In another advertisement, Medlock called Medlock Place "the Subdivision Extraordinary" and noted "you have no need to fear that someone will build a little shanty next door to your home."

In February 1927. Medlock acquired 20 acres at the northwest corner of Camelback and Central, and bordering Medlock Place. Most of the frontage along the two main thoroughfares was retained for commercial development. The remainder he subdivided, calling the addition South Medlock Place. The streets were named Pasadena Avenue and Medlock Drive.

Vacant lots were marketed in South Medlock Place, with buyers being permitted to hire builders.

Most of the sites, offered for $150 down and $25 a month, "including interest," were 110 by 183 feet. A few along Central were 90 by 144. Restrictions called for homes to cost at least $6,000 along Central and $4,000 elsewhere.

"Medlock Place, being more than 80 feet higher than the business section of the city, the attractiveness of the section is enhanced by the cooler atmosphere and the exceptionally beautiful view it affords," a newspaper noted.

McDowell Road then marked the north edge of the Phoenix city limits and when Medlock reserved the northwest corner of Central and Camelback for commercial purposes, some bankers told him he would "never live long enough to sell peanuts on that corner."

The Great Depression brought new home building almost to a halt, but Medlock did not lose faith.

In early 1935, he began an advertising campaign designed to sell the remaining 42 lots in Medlock Place and South Medlock Place.

"Boasting a complete network of paved streets, water and disposal systems, electrical and telephone service and dotted with more than 5,000 trees, the tract is termed one of the most attractive home sites in the Phoenix area." The Phoenix Gazette noted.

Now houses facing on Central had to cost at least $7,500 and those facing on side streets had to cost at least $4,000.

In 1937, Medlock opened another subdivision - Yaple Park - between Third and Seventh avenues, with the east-west streets being Turney, Roma, Campbell and Minnezona.

The tract was named for J.M. and Sue R. Yaple, who had homesteaded there about 1900. Medlock, originally priced the home sites at from $400 to $550, with $100 down and $15 a month.

Les Roberts lives at 510 W. Turney in a house on a lot he purchased from Medlock in 1939.

"The price had gone up to $750, but Mr. Medlock let me have it for $250," Roberts recalls. "He also said, 'If you don't have the money,. you can pay me so much a month.'"
